A fake video is being circulated on social media, allegedly showing Ukrainian servicemen discussing preparations for unrest in Budapest based on a Maidan-style scenario. The clip is presented as a “leak” from the phone of a Ukrainian soldier.
✅ In reality, the video shows clear signs of being staged. The individuals in the footage who are “planning a Maidan in Budapest” are wearing military uniforms without insignia — with no attempt at concealment, as the uniforms appear to be used purely for psychological effect. The faces or any identifying details that could reveal the people or the filming location are not visible. The individuals speak Ukrainian, but the context and behavior appear unnatural and staged. The “theatrical effect” is further reinforced by a large map on the wall, on which the word “Budapest” is clearly visible. Russia produces a number of similar videos every month to discredit Ukrainian military personnel; these are reportedly created by agencies and theater studios working for the enemy’s Ministry of Defense.
It is also important that the first instances of the video were published by accounts that systematically spread anti-Ukrainian narratives aligned with Russian propaganda. At the same time, there is a noticeable activation of a pro-Russian network of bloggers promoting claims about alleged “Ukrainian interference in elections” in Hungary.
❗️ According to available information, the dissemination of this video is part of a coordinated operation. Former members of the “Berkut” unit—who fled to Russia after 2014—were likely brought to Budapest to carry it out. Their possible role is participation in staged provocations or the creation of a “body of evidence” for further accusations against Ukraine.
The goal of this operation is to create a fabricated pretext to accuse Ukraine of interfering in the internal affairs of European states, particularly electoral processes; to sow distrust toward Ukraine among its partners; and to influence the domestic political situation in EU and NATO countries.
